Html mean HyperText Markup Language. It's not a programming language, it's a page descripting language. A language which enable to tell the computer to display a red title, an italic text, or to go to next line, but not to iterate 1000 times the same thing neither to react to a mouse click. It is the web pages basic language. If you display the source code when you visit a page (it's a menu option in your browser), you'll discover this way how to do the effects you want. It's a good manner to learn HTML, but also Css, JavaScript or VBScript, xml, xsl, and many other things ... Html is not a "proprietary" language: it's a w3c norm. W3c is the authority of Internet (www.w3c.org).
